I made this a while ago, And never made a download. So here ya go.
My edited version of the "Steam wheel" (customize.org/rainmeter/skins/…, The circle dock. If you haven't seen the original Steam wheel, I suggest you try it out.
If you haven't seen it before, It looks almost nothing like this. The middle square acts as a button, Grey until your hover, (Then its blue), And dark blue when you click.
The icons are edited versions of windows 8 icons, Which also change colour while you hover and click.
To get mine like this, I did have to edit past the "DO NOT EDIT" part in the original steam wheel, I do not suggest you do this. I had to re-download the steam wheel 3 times due to mistakes.
